Following the Financial Action Task Force (FATF) Plenary held in Paris from October 28?30, 2026, the FATF updated its list of Jurisdictions under Increased Monitoring (Grey List), reflecting progress in strengthening national Anti-Money Laundering, Countering the Financing of Terrorism, and Countering Proliferation Financing (AML/CFT/CPF) frameworks.
? No new jurisdictions were added to the Grey List during this Plenary.
Instead, the FATF acknowledged the successful completion of their respective Action Plans by the following four jurisdictions, which were removed from the Grey List following satisfactory on-site verification visits:
? Bulgaria
? Côte d?Ivoire
? Democratic Republic of the Congo
? Monaco
? As a result of these removals, the Grey List has decreased from 22 to 18 jurisdictions: Angola, Bolivia, Bosnia and Herzegovina, Cameroon, Haiti, Iraq, Kenya, Kuwait, Lao PDR, Lebanon, Nepal, Papua New Guinea, South Sudan, Syria, Venezuela, Vietnam, the British Virgin Islands, and Yemen.
?? The FATF expressed significant concern regarding Vietnam?s insufficient progress in addressing its strategic deficiencies, warning that it would consider further steps if tangible improvements are not achieved by the next Plenary.
? Black List: Its composition remains unchanged, with the Democratic People's Republic of Korea (DPRK), Iran, and Myanmar continuing to be designated as high-risk jurisdictions subject to a FATF Call for Action. However, the FATF updated its public statements concerning Iran and Myanmar.
?? This update reaffirms that the FATF?s lists operate as dynamic international monitoring mechanisms, recognizing the effective implementation of reforms while maintaining scrutiny of outstanding strategic deficiencies.
For reporting entities and other regulated institutions, these developments should be taken into account when updating their geographic risk assessment matrices and determining appropriate due diligence measures in accordance with the Risk-Based Approach (RBA).
