? INTERNATIONAL UPDATE ? FATF LISTS ? OCTOBER 2025 ?


CASSAGNE Consultores informs its clients and followers of the results of the Plenary Meeting of the Financial Action Task Force (FATF), held in Paris from 22 to 24 October 2025, during which the organization reviewed and updated the jurisdictions under increased monitoring (?Grey List?) and those subject to a ?Call for Action? (?Black List?).


Key resolutions of the Plenary:


? Jurisdictions removed from the Grey List


FATF confirmed the removal of Burkina Faso, Mozambique, Nigeria and South Africa from the list of jurisdictions under increased monitoring, following the successful completion of their respective action plans.


?? Jurisdictions remaining under Call for Action (?Black List?)


No changes were made to the highest-risk category. Iran and the Democratic People?s Republic of Korea continue to be subject to the most stringent enhanced due diligence and potential international countermeasures.


? Impact for Obliged Entities


Jurisdictions exiting the Grey List still require a risk-based approach: delisting does not eliminate the need for ongoing vigilance.


The continued presence of jurisdictions on the Black List reinforces the obligation to maintain intensified controls, strengthened risk assessments and sustained monitoring of any operations directly or indirectly linked to such geographies.


AML/CFT/CPF programs must update their country-risk matrices in accordance with this new global positioning.


? Coordinated international approach


FATF reiterated its call for all countries to maintain reinforced measures in response to emerging threats related to terrorist financing and proliferation risks, in line with the organization?s global standards.
